Nice atmosphere- romantic . Had desert and coffee - going back Monday for the special - French chicken - looked great. Dessert was fantastic - coffee good - a little cool.
Excellence!. The food here is always delicious. The desert selection is magnificent! I'm partial to the Caramel Pecan Cheesecake and my wife loves the Viennese Meringue Torte. Great service as well.
High end desserts yum. Phillips is not for the penny pinchers. If you enjoy the very best desserts in town you will have to visit. After looking over the display case, I decided on getting a sampler platter, I have been there for dinner and enjoyed the menu options that I picked. The décor is dated but clean and the staff is friendly and attentive.
Our favorite lunch place. The atmosphere and decor emulates a European continental cafe and is spacious and bright. You have choices of tables or booths. It is quite and you can hold a normal conversation. Service was courteous, prompt and helpful. My wife Avril and I really enjoy coming here for lunch as there isn't any noisy children or loud music. The lunch entrees were perfectly prepared. The vegetables were crisp and not over cooked and the sesame crusted scallops were properly cooked without getting tough. The Illy coffee is very good. Bread was fresh and tasty. Avril enjoyed the Turkey melt sandwich. We didn't have dessert, but the presentation case of desserts looks scrumptious with a lot of selection. We plan to come again often.
Great for dessert. I wouldn't recommend for dinner as the prices are high and food is mediocre but the desserts are fantastic!!
Dessert was fantastic!!. A family member had recommended Phillips to us so we decided to try it for dessert. I had the peanut butter torte and my friend had a lemon bar. These desserts were fantastic. It was obvious that desserts are one of their specialties and we definitely will be going back. I had looked at the dinner menu while there, however Im more of a basic pasta person and their type of pasta was more of a fancier style of pasta. Im sure it's probably very good however probably would stick more towards dessert.

Divine Desserts. The food is decent but the desserts are divine. I love the cheesecakes especially -- they have a creamy texture and a nice thick crust. The carrot cake with cream cheese frosting and white chocolate curls, also divine. Desserts a bit pricey -- as of Feb 2011 most were $6.99 apiece.
Because you MUST have dessert, it's best to eat light. My favorite is their vegetable paella. I like that they have small portions of many of their dishes. The only thing I'd like is more of a choice in terms of fish. The only seafood they have on the menu is salmon, shrimp and scallops.
They have amazing desserts so I was interested in the food. That, too, was great!!! Delicious artichoke appetizer and the entrees were superb! Definitely recommend!!
Come here for the dessert!. It's open until midnight and they have a wide and dazzling array of desserts for a special occassion or just because! YUM YUM FOR MY TUM TUM!

We were staying for a sports tournament and visited with kids for a family dinner. The staff was very accommodating with the substitutions and very attentive. Food was good! We didn't get to try their beautiful deserts (there was a gorgeous display of all kinds of cakes, pastries and cookies), but we were too full.
I would go back and recommend!
Phillips European is the perfect lunch spot!! Amazing food, drinks, and endless dessert options! The service was friendly and efficient. I absolutely loved their artichoke appetizer and the chicken french! The carrot cake is also highly recommended!! Every plate was perfectly portioned. I will definitely make Phillips restaurant a regular place to visit whenever I'm in Rochester!
I can't get enough of this place. A unique and nostalgic vibe, their food is delicious and their bakery is top notch. My favorite is the Thai chicken... I've gone here for many years. Especially when I need a break or a little treat, I come here with my best friend for some tea and tort. The Philips European tort "cake bar" was a dream at my summer wedding reception! By far the most delicious wedding desserts and more reasonably priced than any traditional wedding cake.
I'm not even from the area and I know this is a hidden gem. The food is phenomenal (I had Chicken Dijon), and at an amazing price. Glenlivet for $15 or less a pour. Spectacular desserts. Everything here would've been 3x the price in the city. You will not be disappointed!
We came here again to celebrate my husband's birthday, we have had their desserts but never actually had a meal. It was wonderful! We didn't have a reservation so we ate at the bar (impromptu dinner out) but even still, the bartender and service was excellent, the food was on point, and as always the cakes were fantastic. 10/10 would recommend as a date or celebration location.
Service couldn't have been better. Went back the following night to try other delicious food. Desserts were divine, plenty for chocoholics and non chocolate lovers. Atmosphere was upscale and relaxed, prices moderate. A big thank you to our waitress who sent us on our journey home with the most delicious giant sized cookies I ever had!
This was our first time here and they did not disappoint! All of the dishes were delicious and good size portions. They had great desserts but personally my favorite is the carrot cake. Can't wait to come back!

From the opening of the door, seeing the freshly baked dessert display with SO MANY CHOICES, to the owner's humbled hospitality, the server's EXCEPTIONALLY PERFECT hosting and serving, and then the bread, appetizer salads, and main entree, just was EXQUISITELY DEVINE!
If one could give a place a 10-Star review, this would be the one!! Those scallops were GORGEOUSLY cooked to perfection in my shrimp and scallop primavera. And the Thai chicken and the chicken french.... WOW!!!
OH, and the drinks, out of sight DELICIOUS and mixed to Perfectly!!
Definitely worth every penny spent!! And will definitely return next time I'm in town!!
The chicken and veggie crepes were delicious! Loved the Bourbon Pecan Pie with ice cream. Great evening with a wonderful group of old and new friends .
Can not say enough about Tammy H, our waitress. She worked our group of 12 with a beautiful smile and a very pleasant attitude. Tammy was very attentive. Made sure we had everything we needed. It was a perfect evening. Many thanks to Tammy and the cooks who prepared our meals.
Excellent! The only small negative was having to wait for a host/hostess to acknowledge us. We had a reservation. It was at noon, and it was extremely busy, but the rest of our dining experience far outweighed that issue. Would highly recommend!!!
